Thailand simplifies solar rooftop regulations in major policy shift.

In a significant move to promote renewable energy adoption, Thailand has eliminated the requirement for factory licenses for solar rooftop installations, effective December 28, 2024. This regulatory change marks a substantial shift in the country’s approach to solar energy implementation.

The new regulation removes the previously mandatory factory license (Ror. Ngor. 4) requirement for solar rooftop installations of any capacity, streamlining the process for both residential and commercial properties. This change particularly benefits installations exceeding 1 MW, which previously faced more stringent licensing requirements.

The policy applies broadly across various building types, including:

  • Residential properties (houses, condominiums, and apartments)
  • Commercial establishments (offices, malls, and hotels)
  • Industrial facilities

Factory owners outside industrial estates can now proceed with solar installations without the burden of obtaining a factory license.

Industrial estate considerations

While the general regulation has been simplified, installations within Industrial Estate Authority of Thailand (IEAT) zones still require a Land Use Permit (IEAT 01/2). However, there is potential relief on the horizon, as IEAT is currently evaluating the possibility of waiving this requirement for solar self-consumption systems, with an update expected by mid-2025.

Remaining requirements

Despite the removal of the factory license requirement, certain permits remain mandatory. These include:

  • Construction permits for structural modifications
  • Controlled energy production licenses
  • Energy business licenses or exemptions, depending on the installation’s purpose

This regulatory reform represents a significant step forward in Thailand’s renewable energy policy, reducing bureaucratic hurdles and costs for businesses and property developers looking to adopt solar energy solutions. The change is expected to accelerate the country’s transition to renewable energy sources and promote more sustainable development practices.
